Mystery Babylon is a spiritual place.

Revelation 18
24 And in her was found the blood of Prophets, and of Saints, and of all that were slaine vpon the earth.

The fact that Mystery Babylon contains the blood of all that were slain upon the earth proves that it must be a spiritual place.

Because no city or state here on earth has slain every person that has been slain on this earth.

(Luke 17:21 [KJV]) Neither shall they say, Lo here! or, lo there! for, behold, the kingdom of God is within you.

Above you can see that Jesus says that the kingdom of God is within you and below that the kingdom of God is not of this world.

(John 18:36 [KJV]) Jesus answered, My kingdom is not of this world: if my kingdom were of this world, then would my servants fight, that I should not be delivered to the Jews: but now is my kingdom not from hence.

So we can conclude that the kingdom of God is a spiritual place. Similarly I believe that Mystery Babylon is a spiritual place.

That also explains Revelation 18:24. There is no other way to explain Revelation 18:24.

Now there can still be places here on earth that are well represented by the scripture describing mystery Babylon. But it doesn't mean that we have to choose between these since Mystery Babylon is really a spiritual place. A place of worship of mammon rather than God.

(Matthew 6:24 [KJV]) 
No man can serve two masters: for either he will hate the one, and love the other; or else he will hold to the one, and despise the other. Ye cannot serve God and mammon.

Similarly to how the serving of God and the serving of Mammon are opposites that don't mix the kingdom of God and mystery Babylon are opposites that don't mix.

It is possible that a city will appear in the end times that is this Mystery Babylon. Similarly to have the kingdom of God is within the believer today but after the millennium New Jerusalem will be on earth. So Mystery Babylon might appear in the end times as a city and then be destroyed. But at this point I believe it just exists as a spiritual place.
