(Deuteronomy 25:3 [KJV]) Forty stripes he may give him, and not exceed: lest, if he should exceed, and beat him above these with many stripes, then thy brother should seem vile unto thee.

A vile person is someone it seems that punishes his brother too much. So a tormentor i guess.

(Judges 19:24 [KJV]) Behold, here is my daughter a maiden, and his concubine; them I will bring out now, and humble ye them, and do with them what seemeth good unto you: but unto this man do not so vile a thing.

From judges 19:24 we see that homosexually raping someone is defined as doing a vile thing.
